this usally means a bad bulb, wrong bulb in socket, or bad ground to one of the bulbs.

It's not a fuse. It is a flasher relay that operates either the signal lights or the emergency 4 way lights.

Believe it or not, I have had to disconnect the cig lighter in order for the tail lights to work. Sounds far fetched but it does work!
