The Jewish tradition holds that the Torah states the terms of the covenant between God and the Jewish people, that this covenant is binding on every Jewish individual, and that all Jews are responsible for each other. Given such a belief structure, it seems essential that each individual should review the terms of the covenant on a regular basis. We have historical records that suggest that there was a time when different congregations progressed at different speeds, but the modern system of reading the entire Torah on an annual basis, one segment each week, emerged early in the first millennium.
