Cats preen only to wash themselves. They are a fastidious animal and really do not like to get dirty at all. Sometimes they will over wash usually resulting in coughing up a hair ball. If they don't preen themselves, they may end up with matted hair which can cause problems with their overall health. I have one lazy cat who will not wash herself very much, has medium hair length, hates brushing, and ends up matted as all get out. We then have to go to the vet and have her shaved - referred to "the Lion Cut"

All birds preen their feathers. They do it to groom and repair the feathers.
The cat often preened its fur with its rough tongue. The bird was attempting to preen its feathers with its long beak. My sister spent hours preening in the mirror before her date. (Preen means to groom or clean or primp. It can be used for people or animals.)
