First of all, it's a tradition. I'm not exactly sure when it started but politicians, most recently the presidents have worn the pins to show patriotism and American pride. They probably do it because they want to show love for the United States, or they want to seem more patriotic to gain votes. I mean, I'm not a politician and I almost always wear an American flag pin on my lapel when I wear I suit.
To impress the voters, they believe is shows loyalty or hope the voters think they are loyal.
It is certainly not seen in most countries. It is quite a new affectation that politicians and government workers, especially in the USA, have begun to use.

At that point, some politicians began to wear them now and then, as a visible symbol of their love for America. Gradually, patriotic attitudes (and conformity) took over, and wearing a flag pin was no longer optional-- it began to be expected; and more politicians began to wear them, because their opponents would criticize their alleged lack of patriotism if they did not wear such a pin. Mr. Obama was one of many politicians from both parties who had not worn a flag pin every day, but as wearing them became the new norm in politics, he began to wear one too.
