The Commercial Utility Cargo Vehicle was intended to be a less expensive alternative to purpose built vehicles such as the HMMWV, for roles where it really wasn't deemed necessary to use a more expensive and purpose built vehicle. The first CUCV was the Dodge M880 series, which was plagued by poor fuel mileage, due to the full time four wheel drive and the use of a petrol motor, and the next series was the Chevrolet M1008 and M1009, with the M1008 being a 5/4 ton variant of the C/K pickups, and the M1009 being a 3/4 ton variant of the Blazer.
However, their performance in active theatres of operations - with the M880 series seeing use in Panama, and the M1008/M1009 seeing use in Desert Storm - proved to be a bit disappointing, and they were eventually phased out of front line service. However, many second line and reserve units continue to use them, and even frontline units, in secondary roles. For example, at Fort Drum, our battalion's snowplow vehicle was an M1009 CUCV, and Range Control used a mixture of CUCVs and civilian TMP vehicles.
Many of the CUCV trucks - both the M880 series and M1008 series - have been either sold on the civilian market, or else sold/given to foreign governments.

You need to counter the player's style not just the army they play. If the army uses a lot of psychic powers field librarians, if it's daemon heavy use Grey Knights. If they use Thousand sons, counter them with artificer armor or terminators. Plague marines are countered with high strength weapons, such as plasma weapons, meltas, lascannons. Infantry heavy armies can be countered by tanks and walkers.
