Check this out. Seems the connectors in the steering column are strained or too short of wires and they seem to be seated but they are not. open up your steering column and push in on all the connectors. I have the same problem and will be checking them today. I also don't have a left turn signal working too.

According to the 2003 Ford Explorer Sport Trac Owner Guide : In the fuse panel IN the drivers side end of the dash : ( # 13 is a 15 amp fuse for the center high mounted stop lamp and the other stop lamps / brake lights )

Did you check the switch on the brake pedal assembly?
If the bulbs and fuses are fine, it must be your brake light switch attached to the arm on your brake pedal.

A Ford Tempo will have no brake lights if the bulb has blown or the wires have come loose. Alternatively, the brake sensor in the dash can fail and stop sending power to the lights.
Bad fuse, or brake light switch The wiring to the brake lights are postioned badly right under the tilt steering mechanism...using the tilt steering will eventually cut the wire...i had the same problem in my '01 Sport...in my opinion, it should have been a recall but i researched and it wasn't listed...hope this helps
Most likely no brake lights would be due to a faulty switch on the brake pedal or a bad fuse.
