It has to do with the ABS most likely mine would engage or slip when coming to a stop.
I replaced the hub that has the sensor on it and have not had a problem since.
I took out my ABS fuse under the hood till I got it fixed. Just disables the anti lock part of the brakes. I thought it was safer then rear ending someone.
Possibly a bad master cylinder.

A master cylinder should be replaced when it can no longer provide the pressure needed for the brakes to operate. You can tell it is failing when the pedal becomes soft.

The 1997 Chevrolet Silverado rear brakes should automatically adjust themselves. Every time you back the vehicle up and hit the brakes the brakes adjust.
The Slave Cylinder and the Master Cylinder control totally different systems. The Slave has to do with the clutch, and the Master has to do with the brakes. They have nothing in common.
If the rear wheel brakes are locking up on a vehicle they should be thoroughly checked. The master cylinder may need to be replaced on the car.
Remove the original brakes and in stall it slowly.
You need to bleed the brakes.
Either your emergency brake is hanging up or your wheel cylinder is leaking fluid and needs replaced if drum brakes and if disc brakes the caliper could be bad.
