I have driven Ford Tempo and Topaz and the DRL always went out when I applied the parking brake. It was many months after buying a 06 Focus that I noticed the DRL stayed on any time the ignition was on, regardless of the position of the parking brake. When I studied the owners manual I found that the DRL are only to be on when the parking brake is released. Asked the dealer to correct and was told it can't be done. Made several call the Ford Motor Company and was told the operators manual was correct and the DRL should go out. Talked to several dealers and they said no. Finally got a hold of a wiring diagram and found the lights are wired to stay on. Which is correct? The Operators Manual or the wiring diagram. Ford Motor Company refused to discuss it with me anymore.
Remove the plastic shroud.Remove the two bolts on top of the grille.Unplug both of the parking lights.
If your parking lights are working, you have a different problem, like burned out bulbs, or maybe a disconnected wire. The manual doesn't show, specifically, a fuse for the "tag" lights.
Simplest solution is - locate the fuse that control the DRL circuit and pull it out.
Location 30 ; 10A fuse; Labeled "Parking lamps" in manual. Just replaced mine and my tail lights, dashboard lights, parking lights, and the dinging that goes off when the lights are on all came back. I had to remove the CD Storage box (push two tabs on the inside inwards and pull box out), pulled out #30 fuse (not #32 as I saw on other posts), saw that the wire was broken, put in a new one, tested the parking lights, and all good. Rather than cut any wires - how about checking your fuses and simply removing the fuse that controls the Daytime Running Lights (DRL) ???
Running lights (left side): Fuse #47 -- Running lights (right side): Fuse #48 -- Brake lights: Fuse #54. Fuse panel is on the lower left side (underneath) the dashboard. NOTE: If it is your brake lights that are not working and fuse # 54 looks okay, check the brake light switch, it may have gone bad.

Check to see if parking/tailights work - should be same circuit - check fuses Could be a bad dimmer rheostat Could be a bad light switch
