probably a short circuit in the steering column. that means a new wiring harness ($150-200 + ) must be done soon, or could cause battery drain, or even start a fire.
You may have a pull on your batt, or a surge.
Sounds like you need a new battery.
why do my lights flicker and interior lights flicker
I had this problem and it was a bad alternator.
If the lights flicker when the vehicle is running, the alternator is on it's way out.
The adjusting screws for the low beam headlights on a 2004 Mini are on the sides of the headlights. There is a screw on the side for adjusting from one side to the other. There is also a screw on the bottom for adjusting up or down.
Flickering headlights on a 2005 Silverado may be caused by faulty relays or electrical wiring. The fuses and lights may also be going out.
Perhaps you turned on the interior lights when you were adjusting the headlights?

there are 4 switches that are similar for headlights, fog lights, rear defrost and hazard. the headlights and fog lights are on the left side of the steering wheel. rear window defrost and hazards are on the right side of steering wheel.

Well when you are driving the alternator is at a constant speed then when you slow down the alternator sort of skips a beat causing the lights to dim!
Have your alternator tested. They will sometimes do that when they are putting out low outputs at low rpm.
you have a loose connection somewhere on your vehicle check battery cables and alternator connections i have the same problem i found out what it is by the brake and gas pedals.. where the code reader goes under neith that is a black box i thinks is a power coverter i dont know yet but i unpluged it and the dome light when out but no more flicker i will up date when i found out more about this box I would think that you have a problem with the serpentine belt (also called drive belt) if it is loose it will cause the alternator not to rotate making your lights flicker and since the power steering is connected to the same belt it will also cause a low fluid pressure making your steering wheel hard to steer.

to the left of the steering wheel on the headlamp switch/blinker selector there is a ring about 1 inch from the tip, turn the ring, when the low beam headlights are on the fog lights will be on, if the headlights or set to hi-beam the lamps will be off
Check the fuse for the headlights. It is probably open.

Do you mean the parking lights? if it's the parking lights that are on, check the switch on top of the steering column.
All lights are fused except for the headlights and the switch has a built in circuit breaker.The fuse panel is under the dash to the left of the steering column.
