Frequency of volcano eruptions is related to the frequency of tectonic plates under the volcano diverge or converge (move away from each other, or collide with each other).
I suppose that means that in Washigton Hawaii and California there is more tectonic plate activity than other places with volcanos that don't erupt or erupt on lower frequency.
