The "park" signal on the wiper motor is off. The wipers should stay off their cradles about an inch or so. If the ignition key is turned off during an intermittent wipe, the blades may stay at some position on the windshield. They'll return as soon as the next cycle comes up after the ignition is turned on. If they do not behave this way, you likely have a bad wiper motor assembly, which has the control circuit that parks the blades.
first remove wiper arms from vehicle next with ignition on, turn wipers on then off. the wiper motor will stop at the down position. replace wiper arms onto shaft ,in the correct down position where you want them. now with ignition on, try wipers again,to check if in the stop position you want them.
sounds like a short to power somewhere in your wiper control module, and or relay circuit. well just get it check by your nearest auto dealer. Next answer: Why would you need the windscreen wipers on when the vehicle is off? I don't think windscreen wipers work on any modern car that I know of with the vehicle engine / ignition switched off!
when u turn wipers off they stay at up position. while in up position remove wiper arms from vehicle then place wiper arms at down position and renistall on wiper motor shaft. that should fix the problem

why is it after I hooked up the linkage for my wipers the wipers stay in the upright position after I turn them off.
It sounds like you are not turning the wipers off by using the wiper-switch, but are instead just turning off the ignition-switch. The result will be as you described. Try FIRST turning off the wipers with the wiper-switch, and THEN turning off the ignition-switch. Wrong answer , the question is when the --wipers are turned off- -they stop sticking straight up . not when the ignition is turned off . Delay wipers have a relay module under the dash and above the brake pedal. It's a black plastic box approx 4"x6"x1" with a connector on the short end. The park relay in that module is defective, but as it's on one circuit board, you have to replace the whole thing. it ran me $75 from Ford/Lincoln.
Your headlights might stay on even when the key is removed from the ignition and the switch is off because this is a safety feature in the 1999 Dodge Neon. You can use your vehicle's manual to find out how to turn off this feature if it bothers you. The lights should shut off after a few minutes.

If the windshield wipers do not turn off in the vehicle, there could be a short between the battery and the wiper motor. It is also possible that the motor is malfunctioning due to the motor not being properly grounded.
