It could be your wheel. Put it on a balancer and just hand turn it. You can see the bent area if it is too wide to see with your naked eye.

The tire needs to be balanced or the shock is dead.
It is either you are making it wobble or one of the legs is loose. Use a screw driver to tighten the nails of the wobbly leg.
