Technically, no. But most people say, while you have it on, your lashes look longer and thicker. So, the thing is, its different on everyone, some say it works, some don't. I say, give it a try, who knows, vaseline is cheap, and if it doesn't work, use it as a moisturizer or something.

Petroleum jelly does not contain latex. When petroleum jelly comes in contact with latex, it will dissolve the material. Petroleum jelly is a byproduct of manufacturing petroleum.
Petroleum jelly and Vaseline are pretty much the same thing. Apply it to your lashes daily and nightly.
It will probably just make them sticky. Instead, put a coat of clear mascara (and let it dry for about 30 seconds) on before you put the regular coat on but, if you want them to stand out you could do it. It wont make it longer though.

Put mascara on - obvious! But apparently, if you put vaseline on your eyelashes every night it is meant to work :-S. ive dont this but it didnt seem to be longer however my eyelashes appeared thicker.

No, but lanolin can help. When I was younger I was lighting a gas oven when it blew up. I had all of my eyelashes and brows blown off and was told to use lanolin cream on them to grow back faster. Whether it really helped or not is debatable, but it may help. Petroleum jelly is good as a moisturizer but not much else.
