Only one brake light workingTail light bulbs in the early automobiles, as in some today have two elements in them. One is for tail lights and one is for the brakes and turn signals. One element may burn out and the other will continue to work. Also possable but less common this bulb also has two contacts one for each element and sometimes those contacts may get corroded and lose contact.

If neither of these items check out as the problem, using a 12v tester have someone step on the brakes and check for current in the wiring connecter. If there is no voltage there it could be a wiring problem or the turn signal switch could be bad. This year Chevrolet had the current go from the brake switch, to the turnsignal switch then to the rear of the car in a right and left wires.
