I suspect it is a dirty carburetor. My BS 12 hp had the same problem, I just took it off the mower, took out all the things that look like they would come out easily, cleaned inside and outside with gas, blew out all the openings with compressed air, and put it back on and it ran just fine. The other thing to look at is the spark plug gap. I think it is supposed to be .030, or something close. It is not hard because there isn't many parts to contend with. Just make sure none of the gaskets have holes in them, that would create vacumm leaks. If none of those help, consider a new carburetor or clean it with some type of stronger cleaner. Last resort, purchase a replacement, they run about $50.
