Why does a 1975 Dodge Power Wagon start when it's cold but it won't start again. The ballast resistor has already been changed?

There probably are many reasons, but the only other one I can think of at the moment is a defective ignition coil, which has a "thermal intermitent" [occurs only at and above a certain temperature] which could be either a short, or an open.j3h.
