Governments exist to prevent such situations as torching of public places. If government didn't exist then looters would ravage stores, fires would rage out of control, bombed cars would liter streets, schools would be shut down along with hospitals, no mail would ever be delivered, and many people would live in fear that a rouge state will soon launch missles !
