Well, the fuel pump may be damaged or the fuel intake valve may be broken. Also, the fuel may be low or you might be starting it while in a certain choke position that requires the engine to be runing for a while. Also it may just be that it needs a few tries to warm up:)

Loosen the governor which is a screw behind the front chain cover. Search on YouTube,"How to make a Baja racer mini bike go faster."
There is a black screw behind the carburetor, if you turn it clockwise while it is idling you will hear the rpm's drop.

well what i would do is tak a water hoes and spray it down but no soap cause once it gets in the engine sell dat bitt.

Under the actual gas tank, there will be a screw and a spring on the screw(governor). loosen up that screw until there is only about 2mm on the inside.
Make sure the vent in the fuel tank cap is not plugged.
a baja heat 6.5 will go anywhere from 25 mph to 40 mph depending on how fat you are, but if you put a torque-a-verter on it you can go about 60-70 mph
