try replacing the fuel filter
Check the crank sensor. I had a 98 cirrus that wouldn't start and that was the problem
Has the fuel filter been changed? Also, if it still happens after the new filter, check the fuel pressure.
It needs adjusted it is still engaging. just like when it is running in Neutral and you put it in first gear it idles down more so than typical of a bike doesnt it ?
A leaky, disconnected or missing vacuum hose can produce the surging you're referring to. Check your tubing.
it could be the idle speed sensor located on throttle body however i replaced mine and it still idles high. The code indicates lean air/gas mixture so i am still looking for small vacumm leak

maybe ignition modual
Check the starter, spark plugs, distributer cap, battery.

Not sure what you mean by not running right. Is it stalling, skipping, hesitating, idles to fast, idles to slow, doesn't idle at all, backfiring, hard starting, spark knock/ping, running rich, running lean, blowing black smoke, blowing blue smoke, blowing white smoke, etc? Need more info.
Yes, but there may not be enough power to start the engine.
The first thing to check is that you are getting spark at the plug and if your not try changing the ballast resistor on the firewall, it's the white porceloin thing with wires running to it.
