if you mean in web pages, you might be accidentally pressing the SPace key while not writing something, this causes the Webpage to go down. Or you might be pressing the "page up" or "page down" buttons above the arrows keys

Sounds like you dragged the whole taskbar from the bottom of the screen to the right side of the screen. Just click the taskbar, hold the mouse button down, and drag the taskbar down to the bottom of the screen before letting go.
