it may have not had the water jackets in the block cleaned out well enough when the motor was reworked.2) it may have the wrong head gaskets on it blocking a cooling passage.3)the simple answer id that it has to hot of a thermostat in it.
No more then 0.060 and then it starts trying to RUN HOT on you.
later model 350's run thermostats around 195 degrees, but older 350's didn't run that hot of a thermostat. I've seen them as low as 160 to 180 degrees on older 350's.

Between 195 and 210 degrees is normal. If it is hot out side and you are working it hard then it may even run 215 are so degrees and that is okay if you have plenty of ANTIFREEZE in it. But it needs to stay below 215 degrees to keep from hurting the engine.
