unles you can full it while you are holding the brake pedal down... it will never be full, because when you do it the fluid goes in to the line to apply the pressure on the brake cilinders
Have you checked your brake fluid?
You could be low on brake fluid.
Low brake fluid level or a stuck brake fluid level sensor. Check the brake fluid level and if it is ok, tap on the master cylinder reservoir with your finger
You're probably low on brake fluid.
It would be helpful to know: What vehicle you are working on. The condition of the rear brakes, and were they also bled. Does the brake fluid level stay full, if no then there may be a brake fluid leak.
Four Possible reasons... Low brake fluid - check the brake fluid level in the master cylinder Emergency brake is on - check emergency brake Low brake fluid pressure - such as a broken brake line or a bad wheel cylinder. Check the master cylinder to see if it is empty. If you add fluid and pump the pedal you will probably see brake fluid on the ground or on the inside of the tires. Possibly a bad master cylinder. - The fluid will stay full but you will have no or little brake pressure. Could be air in the system as well. BE CAREFUL If you happen to add power steering fluid or transmission fluid to the master cylinder instead of brake fluid you will destroy the system. Make sure you use ONLY brake fluid and clean the master cylinder cap off with a clean rag first so no dirt gets into the braking system.

have you checked the sensor for the break fluid You can also check your parking brake, make sure it is all the way up and check the switch on it also for proper adjustment.
Is the brake fluid level LOW in the brake master cylinder in your engine compartment ? If the brake fluid level is LOW that will turn the brake light on in your dash
The brake light staying on indicates a problem with the brake system, usually low fluid. Check the brake fluid and if it is low, then look for a possible leak in the system or worn brake pads as the fluid had to go down for a reason
usually the parking brake sensor is malfunctioning [or the fluid is low check this first]
you forgot to plug in the brake fluid sensor.
