Why does the change bulb indicator light still stay on after replacing the bad bulbs with new ones?

The error code may have to be reset. Take your car to a shop or use one of the many consumer models on the market to plug in to your car's computer and reset the error.
All bulbs should be from the same manufacturer, slight differences in resistance will cause this problem. Notably in Volvo.
