The relay could be stuck.

i have a 96 dodge avenger 2.5 and it keeps blowing my ignition switch. any idea why?
If it blows when trying to crank, the starter has failed.

Yes, the ignition system starts the car and keeps it running. The starter system only turns the engine over.
The fuel pump keeps running with the ignition off because it needs to be replaced. ?æThere could possibly be something wrong with the wiring.
the car still works because the motor is what keeps it running. the intrumentals are just part of an electric system of your car. really, all you need to do to start a car is just the ignition then your good to go. =)
A fuse that keeps blowing is an indication of a malfunctioning ignition. The ignition may be the culprit or the wiring leading to the ignition may be the problem.
my guess would be that the ignition timing is off, but it is really hard to tell without actually looking at it an listening to it.
If the fan keeps running it's because it is electric and wired through a temperature switch not the ignition. Electric Fan running is independent of engine running. When the temperature is high enough to start the fan, it goes on. when the temp drops the fan goes off. Temp does not drop right away when the car is turned off. It can actually rise several degrees when the engine is turned off. The fan running after engine shut off is actually a good thing that may prevent radiator overflow
