The fan is electric and is controlled by a thermoswitch in the radiator. When you turn the engine off the fan keeps running to prevent boilover until the coolant in the radiator cools off. Then it should switch off automatically. If it does not either the radiator thermoswitch or the fan motor relay is stuck "ON." Rarely it could be a wiring problem but this is not likely. Whichever unit is bad has to be replaced.
