Both 8 and 16 valve GTIs are fitted with two fuel pumps, a lift-pump which is fitted in the fuel tank and the external fuel pump under the car body.
If the lift-pump fails the external pump has an increased workload which can result in its failure.
Lift pump failure is usually accompanied by a loss of engine power due to insufficient fuelling.
Short in the wiring or a bad fuel pump.
The fuel pump is shorting out and that is why the ecm fuse is blowing .Disconnect the the fuel pump and try it again,if the fuse blow's again then it is not the fuel pump.

You have a bad fuel pump or the wiring to the pump is shorted to ground somewhere.
If you mean on the outside of the tank.........Do you have a clamp on the line ?
start by checking for a wiring problem or possibly a bad pump

The fuel pump is going bad, or the filter is so clogged that the pump is using too many amps to run.

I suspect your fuel pump is drawing to much current because it is getting weak. Fuel pump failure is the #1 problem with today's cars.
