it might not be seated right, or not shimmed in correctly, if the gears dont line up even when engaged a whine will occur

If its not a grinding scritching noise more common then just a whine, if it is indeed a whine I would tend to think that your starter's drive roller clutch is worn to the point that the drive will need replacing, they are about $10=20. likely time for a starter overhaul, Bushings, brushes, Solenoid.
Not necessarily. A belt, a pulley, a bearing can produce a whine. I have the same car with the same problem, I suspected power steering pump too because the whine's intensity increases when i turn the wheel... - Check the O-ring on the power steering pump. It's a 60cent part that will more than likely fix your problem. It takes about 5 minutes to install. You can do a google search for it and find the Honda tech article and Youtube video on how to replace it.

because the reverse gears are designed differently. Because you don't use reverse as much as the other gears it's make cheaper, so it ends up making a whine while you back up. hope this helped
I THINK U NEED TO REPLACE THE STARTER
it could be anything. i would personally take it to a shop and see what they say b/c if you just ignore it, it could cause more problems and you want to hit the problem head on and not make the problem worse.
Sounds as if the starter bendix is staying engaged in the fly wheel. Possible wrong starter or starter needs shimmed down out of the fly wheel .

Did you follow the starter alignment instructions when you replaced the starter? Are you getting oil on the Bendix? That could cause the starter gear to engage slowly. It is possible that the replacment starter has a problem. Also, if the previous starter had the same problem it could have damaged the gear on the flex plate.
