The iod fuse is blown or removed.
Behind the instrument Cluster. Or remove it and replace the Cluster.
under your dash there should be a fuse for your instrument cluster. that is probably the problem.
You have to remove the vent & bezel assembly from below the radio first, then the entire dash bezel from around the instrument cluster & radio.
you cannot service panel lights on 2000 impala . you hav to replace the instrument cluster.
You have to replace the cluster with a metric cluster.

Remove the instrument cluster as per your service manual. After that you just have a couple of bolts holding the radio to the dashboard. Should pull right out after that.

You take out the cluster and replace the bulbs in the back of the cluster. Very simple job, takes baout 10 mins!
The speedometer is part of the instrument cluster, and is fused with the other instruments.
The fuse that controls your Instrument cluster on a 2000 silverado is going to be linked with your radio fuse. Look in the fuse box under the hood, (upper right hand side, driver side) and look for a fuse labeled radio. It should be a 10 amp. If it is good, then cluster and radio fuse is good.
You will need to remove the instrument cluster board. To do that, remove the trim piece around the instrument cluster, then carefully pull the instrument cluster out of the dashboard. Note that the instrument cluster plugs in to a socket in the dashboard, so be careful as you remove the circuit board so that you do not damage the plug. Once the instrument cluster is out, replace all bulbs. They twist to remove, and if the odometer bulb has failed, the others are getting old too. It might be best to replace them all to avoid future problems.
