No guarantee on this, but I'm betting it's due to the security system and a damaged or incorrect ignition key being used. I suggest you read your owners manual and look for information on the ignition key and security system. According to the owners manual for my 95 Grand Prix the timer is set to allow the car to re-start after 3 minutes. Hope this helps.

Mine comes on periodically too, and then the engine wont start. If you sit tight for about 5 - 10 minutes until the light stops flashing, the engine will start right up.

Is it running continually or just for a couple of minutes at start up? If you have the A/C on then at least one of the fans will run while it is on. If your A/C is on while it's doing this try shutting it off and see if it continues to do it.
All you have to do is insert the proper programmed key and start the engine.
