Birds molt. Dogs shed. :) A dog can be shedding year round due to any number of reasons. External parasites, like fleas. Allergies to something in the environment. Allergies to the food. A comment I've heard throughout the years is that dogs who don't get to go outside enough will shed more, but I don't know how accurate that is.
there isn't a name for dogs that do not moult be they are usually hypoalergenic dogs. A poodle is an example for a dog that doesn't molt also the Maltese

There's nothing you can do about it. All dogs shed naturally everyday, and the Pekingese moult heavily during seasonal changes. If you don't want to deal with shedding, then you should consider getting a dog that sheds less, such as the Poodle (all sizes), Bichon Frise, Maltese, Portugese Water dog, etc.
yes like any other dog . but as they have short fur they don't moult allot but the fur does tend to stick to your clothing and furniture
