This is a general answer, not specific to your car. The motor must do quite a lot more work in the up direction than down. A motor that is near failing will cause this problem. Particles (metal, glass, dirt) in the gears or chain can also cause the window to go only one way.
Here is something to try: If the window is totally stuck down, gently pull back on the weatherseal, exposing the top of the window glass. Put a small piece of cardboard folded over the top of the window. Now, using a pair of sturdy pliers grab onto the top of the window, using the cardboard to pad the pliers to prevent scratching. Hold tight and pull upward while pressing the "up" button for the window very briefly. Careful not to catch your fingers if the window moves up quickly. This procedure will generally help unstick a window that is firmly stuck down.

There are O2 sensors on the 99 1.6L Protege I don't know about the 1.8L. The 1st one is located at the top of the exhaust manifold where it comes off the engine. The 2nd is located about a foot down the manifold from the 1st. They are not cheap to replace I suggest you know witch one is bad before you replace it.
Airbag light is on the bottom right hand corner of the instrument cluster. To roll down the window you have to have the key in the on position, the accesories position does not work.
There is a switch on the clutch pedal that keeps you from starting the car in gear and killing someone. You should use your clutch anyways. Saves wear and tear on the starter and battery
The alternator is located on the back of the engine near the firewall (and windshield) on the passenger side, down near the bottom.
There is an adjusting bolt on the bottom of the PSP, loss it and push the PSP down, the remove the belt.............. it will be easy
The window regulator ( the part that moves it up and down) has failed and will need replaced.
I have a 1993 Protege. The hold button keeps the transmission from up shifting. I use it when I am coming down the hill in my neighborhood. Rather than braking the hold button keeps the trans in a lower gear and I remain at a safe neighborhood speed.
The spark plugs are located straight down through the valve cover, at the end of the spark plug wire. 5/8 inch socket to remove them, you will also need an extention and it is a good idia to tape the socket and extention together or the socket will get stuck down in the valve cover, hope this helps
Check your intake hose...mine did the same and i noticed there was a crack in the hose.. hope this helps
