The constitution is a document that was created to bind the hands of government from becoming to large or to powerful.
It is the 'cage' that is to keep the government in 'check', so it does not infringe upon the birth rights of "We the People". Therefore it is not used for the entire country, just the government.
Criminal 'Codes' are the birth child of corporate entities, such as the U.S. Government, and are not the same thing as a 'LAW'. Codes and regulations only have the force and effect of law if you agree with them and choose to operate in their corporate world.
The 'U.S. Government' is a corporate entity, the government of 'the United States of America' is not a corporate entity, they are two separate things. For instance, he wanted the president to be elected for life. Overall though, he was a supporter of a strong central government and felt the Constitution provided that.

This was because by this time, they knew what they needed to include in the Constitution in order to protect the basic rights of Americans. Trial and error had lead the writers to the conclusion that the earlier experiences that had had not had the best of outcomes. Earlier experiences resulted in conflicts such as chaos, massacres, wars, and the overall upheaval of the so called "American" government. Had the writers not heeded their country's past failures, America may still have been, in our age, still facing the same issues and troubles that they had faced in the 1700's during the Revolutionary War.
