never went to full even when new. No point in replacing the sending unit. It won't help.
Most fuel gauge problems are the result of a faulty fuel gauge sending unit located in the fuel tank.
If the fuel gauge is stuck, the needle never moves, then the gauge has a problem and needs to be replaced.

A bad fuel sending unit, a fault in the circuitry for the fuel sending unit, or possibly a faulty gauge.
IIRC just remove fuse 37.
The float in the fuel tank may need to be replaced.

More than likely the float is bad on the fuel pump, so i would recommend that you change the fuel pump.
In most cases it is the sending unit in the fuel tank at fault.
check for broken wire from fuel sender unit in fuel tank to gauge. check fuel sender unit for proper operation. float may be stuck in the tank then check fuel gauge
