Blown fuse, disconnected wire or bad sending unit. There is also a fuel module inside the intrument cluster that could be bad. It is no bigger than a credit card. copper float attached to sending arm is cracked or has pinhole, and is filled with gas, causing it too sink to bottom, which reads empty tank. 8 dollar float from Ford. Unbolt bed, slide it out of way. You now have access to sending unit at top of tank. Pull it out, remove float, shake it, filled with gas, replace it.
