Are you asking about BOTH fans? One fan is the cooling system fan, located on the passengers side of the radiator, and the other is strictly the A/C cooling fan, located on the drivers side (operates ONLY when the A/C is activated). First, check the fuses or relays controlling these fans - after that it becomes a little more complicated. I do not believe that procedures for this troubleshooting are available free on-line, and the step-by-step instructions (in the Haynes Repair Manual) take up more than a page - are far too lengthy to go into here, and are copyrighted. Short of buying the manual you may have to get the vehicle to a mechanic.

If you have replaced the relays in your 1997 Toyota RAV 4, the engine cooling fan may not come on when it is supposed to because of a failure in the wiring, the thermostat that sends to the fan, or the fuse for the cooling system.
If a check engine light is appearing when the car starts then the ECU is receiving an alert from somewhere in the engine. The computer should receive a diagnostic test which will provide an answer as to why the check engine light appeared on the 1997 Honda Civic.

No the 2 fans will not come on when you start the engine. One of the fans will come on anytime the A/C is being used. The other fan will come on along with the A/C fan when the engine reaches a preset temperature to prevent it from overheating.
There are multiple reasons. Have the ECU scanned and that will tell you where to start looking and what part is being effected.
