They may have made that offer during the Iran-Iraq War of 1980-1988; but then Kuwait may not have been involved during that time period. If Iraq made that offer in 1991, during Operation Desert Storm...then there would NOT HAVE BEEN A DESERT STORM! The whole purpose of Operation Desert Storm was to eject Iraq from Kuwait. If Iraq offered to leave...then that would negate the military action needed to remove them.

During the Iraqi invasion of Kuwait, 259 Iraqi soldiers were killed and 361 were wounded. Also, and estimated 39 Iraqi aircraft were shot down, and 120 tanks and armored vehicles were destroyed. In addition, 4 Iraqi ships were sunk. Overall, Iraqi losses were light.
I think they call it the First Gulf War. It was fought to free Kuwait from Saddam and the Iraqis. War was never declared by the US.

Nations didn't take chances with oil or anything else during the cold war which might risk a confrontation with the then USSR (Soviet Union). With the USSR dissolved in 1990 (the Berlin Wall came down in 1989) the US (and the UN) were free to make any demands they wanted to. When Hussain took Kuwait in 1990, that was an oil region. With no one to stop the US/UN (read Soviet Union) the US/UN was free to make those demands: "Withdraw from Kuwait...or else!" Desert Shield commenced in 1990 (military buildup to be used if and when necessary to eject Iraq from Kuwait). Desert Storm commenced on or about 15 January 1991 to formerly eject Iraq from Kuwait; this was sucessfully accomplished within approximately 45 days. DS was successfully concluded in February 1991.
