It has never held a referendum that chose that alternative. The possibility of rejection by the US Congress may loom heavily on their minds. Few have accepted the need to speak the English language. The added Federal Tax is seen by many as a burden that is not worth the price. Few want Independence and most enjoy the Status Quo.
