Many small engines use a flywheel brake to stop the engine. (it also stops the blade faster than an electric cut off would)
Your problem is most likely being caused by the brake not being properly tensioned. Fixing this is NOT something a DIYer should undertake. Ask a local fix-it shop for help.
Change the oil of the lawnmower and clean the air filter. Your spark plug might need to be cleaned.

Well I had a TroyBilt something or other. The 1st one broke down within 30 days so I brought it back to Lowe's and they replaced it. The next one lasted just over a year.The next lawnmower I bought was a fairly expensive John Deere JS40. Nothing but problems, with both the self propulsion system, and with the lawnmower not starting.On both models, I changed oil, changed/cleaned air filters and spark plugs, and on the Deere' I've pulled apart the carburetor twice to clean it and put it back together, only to have the lawnmower work for another week or two.I don't mow lawns for a living, and my yard is not very big. I cut it once/week during the summer, I don't let gas sit in it throughout the winter.I will never buy an American brand lawn mower again. I guess I'm off to shop for a Honda.

Most likely it is due to water or dirt in the carburetor. The carb will need to be disassembled and cleaned.
