Its important to maintain your target heart rate while exercising because this is the zone in which you are truly "working out". Its a balance of activity that sees you working hard enough to burn energy, yet at the same time not too hard as to risk an injury.

Maintaining this target heart rate consistently throughout the exercise gives the body a much more thorough workout. Running long distances non stop is more effective than stop start activity.
