i think you disconnect one of the plug wires or you need to change one of them .
It could be the oxygen sensor, valves, plug wires or a sticking fuel injector. You'll have to get a little more specific. If it ran well BEFORE changing the plugs and now it doesn't, perhaps 2 of the plug wires have been cross-connected.
Your 1991 Cougar might be running rough because it needs to be serviced. Try changing the spark plugs, spark plug wires, and checking for water in the fuel tank. You might also have an issue with fuel injectors that are clogged.

Since the engine will run, I also suspect that possibly only one or two plug wires are improperly connected.
recheck wires to plugs sounds like two are crossed
Check your plug gap and that you didn't crack a plug.

At 35mph it runs rough. Also when idling it will quit running, sometimes. Does that sound like I need new spark plugs? How many miles are new plugs & wires good for?
You should check to make sure that the electric fan is working.
if the car is running rough or if plugs are in poor condition
they could be bad spark plugs as in not a very good brand. or maybe you didn't put the wires back on the right spark plug.
When the idle goes rough, you must idle the plugs. Else the car plugs roughly.
