sounds like the Power Steering pump is losing assist at idle . At best a loose belt. Check fluid level
i just got one. if i have the wheel in the center and then turn it left or right, there is a little bit of a hard spot on either side of dead center when turning the wheel, but then it's light as a feather once it gets going. i have no idea why it does it, but it's probably just how it is.
Is the steering wheel turned hard against the lock? Try moving the steering wheel back and forth hard at same time turn key.

Steering wheels are hard to remove. A tool called a steering wheel puller needs to be used to remove the steering wheel. It removes the steering wheel by applying pressure to the middle and pulling the rest of the wheel up.
A steering wheel may be hard to turn because the power steering fluid might be low. It also could be that there is problem with the power steering pump.
I'm assuming you are talking about Chevy's Electronic Power Assist. If the steering goes "hard" then the power steering has gone out. This makes it very hard to turn the wheel if you are not moving or at the very least if you *are* moving you will notice a marked increase in the stiffness of the steering wheel. Having the dealership replace the module will help, although it seems the problem often times returns 6 months to a year later. I've had mine replaced 2 times in less than 2 years.
