It depends on a lot of things. The car may have a small leak in the a/c system and the freon level may be low. Or there could be a problem with the heater water valve not shutting off completely allowing hot air into the heater core and now mixing with the a/c cold air. There may be a problem with other components in the a/c system also. Does it happen at idle only or does it occur at all engine speeds? What year is the car? Has the a/c been serviced before and by whom? Need more info to go on.
It happens at all speeds. The conditioner is only 2 years old on our 2000 Jeep.

If your air conditioner is running outside by not blowing cold air inside through your vent, your indoor coil is frozen. You will need to turn everything off and allow the unit to thaw out.
First thing to check is if it's icing over. If so, low on fridgerent.

unless the air conditioner is on the same circuit and drawing enough power to hinder the computer, or there is enough humidity to cause condensation on the computer, no. computers love to be cold.
If there is not cold air blowing out then you could go get your ac charged
