Check the Power Steering pump for fluid. Other problems can include bad hoses. Even though they look good on the outside they can be bad on the inside restricting the flow of fluid. If changing the hoses didnot work than it is in the steering box.
Check fluid and if it is ok change the hoses.
The trans and power steering have nothing to do with vacuum.
Low power steering fluid or defective power steering pump.
the only thing different would the internals of the trans the turbo trans is a heavy duty trans.

There is a steering position sensor at the base of the steering column that tells the variable assist power steering how fast you are turning the steering wheel. When it gets faulty, there will be lurches and surges in the steering. Easy to replace, costs about $60 from GM.
