Only a person standing at equator can see the sun directly at 90 degrees...!!

New York is in the northern part of the northern hemisphere so the Sun will always be in the southern sky

No. The sun is never overhead at any time of day in Dallas.

Dallas is almost 33 degrees north of the equator, whereas the sun can only be

directly over places that are within about 23.5 degrees north or south of the

equator ... the 'belt' around the earth's middle called the "Tropic" zone.

The only place anywhere in the USA that's within the Tropic Zone is the state of Hawaii.

No. Because of the latitude of NYC, the sun would always appear to be south of overhead, even at noon on the summer solstice.

New York City is well north of the Tropic of Cancer at 23.5 degrees north. Only locations within the "tropic" zone from 23.5 north to 23.5 South will ever see the Sun straight up.
