YOU MUST TOP OFF COOLANT! I usually don't use caps lock unless it is important. Don't overheat engine!!! Ensure there are no leaks. To answer your question: If there is no coolant in system you will not have heat out of vents (heater core warms air in dash and uses engine coolant to do so). I have no problem with the "Dodge" company, yet however your vehicle has an engine that WILL fail sooner or later. Get rid of it/donate it or something!!!
The "radiator" cap is located on the coolant reservoir.
You put it in the coolant reservoir, a plastic container with a radiator cap on it

It is in the bottom of the radiator but sometimes it is easier to remove the lower hose.

You have to drain the coolant either from the radiator drain or disconnecting the lower hose. You then have to disconnect/unbolt the electric fan. The coolant hoses at the radiator needs to be disconnected. Lastly the radiator needs to be unbolted, then lifted out. The new radiator can be installed the steps reversed, coolant topped off and bleed of any air.
You most likely have a blown head gasket.
Check your radiator coolant level. On some cars, low coolant will let air bubbles into the heater core which can result in intermitant cold air bursts.
The reservoir for the brake fluid on a 1999 Dodge Stratus is located on the master cylinder. This can be found under the hood, on the drivers side, near the firewall.
