If its not coming from underneath the water pump, (the weep hole) it sounds like it has frozen and pushed out one of your freeze plugs, or the block has cracked. Sure hope it ain't the latter.

And you might have a broken hose or a loosed clamp. Because water just do not pour out from your engine.
