the clutcch might be hanging up, mine does it too, it could also be worn tranny synchronizers but reverse girnds because its a non synchro gear and the only way to stop that is to wait 15 seconds with the clutch in before going in to reverse or go into a forward gear leving the clutch in and then go in to reverse. It sounds like your clutch is not fully disengaging. This can cause the input to the transmission to constantly be turning and creates difficulty putting it into gear. Check to see if the lever going into the transmission is bent and that the clutch linkage/cable is properly adjusted. If you have a hydraulic clutch, you may have lost some fluid, or you may have air in the system.

Does a 1998 Honda prelude have a clutch cable
The 1986 Honda Prelude does not have a clutch cable. The 1986 Prelude has a hydraulic clutch instead of the clutch cable.
There should be a button on the left brake lever that needs to be pushed in, then depress that lever, then shift down and it should then be in reverse. My 1998 trx300 is this way. Hope this is helpful.
