Brakes may holding the free ride of the car back. The decelerating makes me think this.
i have a different answer if you just mean the car is hesitating to go. like u give it gas and it just wont get the power to take off, it will get up to speed, but only after like half a mile.
1. it could be your sparkplugs/sparkplug wires, if they are correded or just worn out, they won't produce a sufficient spark which will not ignite the fuel in the combustion chamber, which means either you wont go, or you'll "creep" up to speed from the little sparks you're getting. could also be a sparkplug wire problem, i suggest cleaning your sparkplugs first,then trying(remember to do them 1 at a time to prevent misplaced wires,huge problem if you do)or just buy them at an auto store. i just bought 8 for $15. cheap easy fix. if that dont work try the plug wires.

A car that hesitates or stumbles when accelerating can have dozens of different problems. Have a knowledgeable person look at it or post a question detailing all symptoms, trouble codes etc.
Could be EGR valve sticking open or dirty at an idling condition or hesitates when accelerating.
Check for a sticking or dirty throttle plate, and the IAC or the Idle air control valve.
Try changing your spark plugs, and your spark plug wires.
it hesitates because its governed and it wont let you go over 100 mph so when your accelerating it starts to hesitate around 70 to 80 mph you cant go over 100 mph
