The new Polo (2011) does not have "Daytime driving lights". It is fitted with "Permanent driving lights". The lights on cars with Daytime running lights can be switched off by using one of the stalks on the steering wheel, or by removing a fuse (daytime driving lights are on a seperate light circuit) Permanent driving lights cannot be switched off. If hte fuse is removed it will disable your headlights and backlights altogether. The only way to disable it is to remove the rotary light switch and cover the pin marked "TFL"

Check the footwell storage bins are closed properly - there is a sensor in the lock mechanism which engages the footwell lights when open. You might need to lift the release catch whilst depressing the lid to ensure it closes correctly.
there is a wire and plug jus under your glovebox in the pasenger side footwell. if you plug that back in the lights will work properly again.

The Pencil beam is a direct narrow beam used to see farther down the road and a driving light is a wide beam to see the sides of the road directly in front of you. they are two different lights. replace the light that is malfunctioning, but check the fuses first. It's the cheapest way out.
If all tail lights/stop lights are out could be fuse If only one side is out --probably bad fixture on that side

Sounds like a combination of:  A short circuit in the driving light circuit, combined with a  Auto resetting circuit breaker[instead of a fuse].
Daylight driving = bright dash lights Night driving = dimmed dash lights. This automatic dimming feature assumes that you only drive with your lights on during poor light or night conditions.
The law requires for all lights to be on when driving so yes it is illegal to drive without tail light
They're an additional feature to focus your attention towards the traffic light. The human eye is quicker to catch a flashing light than a steady light.
Hazard light??? Do you mean charging system light? If so it is on because the alternator is not functioning properly.
The lights will automatically turn off in the day time. Automatically turn on at night. they are controlled by a light sensor, it determines if you need the lights or not. If the lights go on and off randomly not matter what the light conditions are, you may need to have a mechanic check out your light sensor.
Are both your brake lights blowing out? If it affects only one light: it could be a bad light socket, or a pinched or frayed wire that is shorting out.
