tail light bulbs has two filaments inside. One for regular lights and a second for brake lights. One filament is burnt out. Change the bulb.
The first thing that I would do is look at the arm of the brake pedal and make sure the arm is pressing against the brake switch, press the brake pedal with your hand and see if the switch head goes in. Also if you have someone with you have them watch the brake lights and use 2 fingers and press the head of the switch in and ask if the brake lights are on,it may be that the switch is bad. this would be step 1. depending on how old the vehicle is you may have a broken 12 volt wire or a ground wire, if your turn signals work and your taillights work I would first check the brake light switch. i have never seen 2 brake light bulbs go bad at the same time.
Check the fuse, bulbs/assy., and wiring another thing to check is where the bulbs connect. sometimes like my 94 one of the connectors in the bulb housing was broken. also there is a brake light sensor on the brake petal that is turned on when you depress the brake. usually near the top of the brake petal

Slowly and firmly rotate the assembly away from the vehicle until it disengages from the ball pin socket that secures it in back.Each of the three light sockets, all containing the same exact bulb type, can be removed by turning them counter-clockwise 1/4 turn.(Note: Replacement sockets are available separately, Jeep P/N 4676589)

i am not sure you mean brake lights or tail lights.If brake lights don't work.You have to check out a brake light switch,(it conects to your brake pedal) make sure both wires are conected to the switch.And if tail lights don't work, you have to replace a head light switch.(where you turn your head light on and off)

i have 1983 sportster when ign key is in 1st position no lights are on as should be but when i apply the brake head light comes on when key is in second position head light is on as should be but brake light and running light are on also any cules what to look for

It is simply 'telling you' that one or more of your head light, park light, or brake light bulbs are out. This includes the 'third' brake light so check all.
